This can be unlocked in the tutorial area. You won't have to go too far out of your way to reach 100 during the tutorial, especially if you're doing all the side missions.
Post-tutorial Qularr locations:
- in the crater on the far east edge of the desert (lv20+)
- on the southwest coast of Monster Island (lv30+)
- in the tutorial, if you start the game again with a new character
