Laddersmith Gilligan will move to Majula after you complete the Earthen Peak area. Talk to him there and you will be able to ask him to set up ladders to go down the hole in the middle of the area. After you have set up all of the ladders exhaust his dialogue and you will inherit his equipment. Achievement Unlocked!
