This is pretty easy with a bunch of heavy bots. Just set it up with these commands:

tf_bot_melee_only 1
tf_bot_force_class heavyweapons
tf_bot_add 21 (or however many you want)

You'll have a bunch of heavies punching each other. Took me a few ubers for a bot to cooperate and punch 2 separate enemies, but not too long. I used the base medi-gun for whatever it's worth, not sure if it's possible with another healing weapon.
