During the level Cuckoo Clock: Gates of Time after you've done the initial puzzles you will reach a big town you can run around in. For this particular achievement you'll need to look for a paddleboat next to a small bridge. Enter the boat and paddle until you enter a cave. Inside the cave you'll see a door and dock. Jump out of the boat and enter the door to enter a room that looks like the guard room from The Legend of Zelda: Ocarina of Time.
Alternatively you can teleport to the town after you've beaten the game by choosing either the Bomb Run or Horse Derby minigames provided you found either of them during the first playthrough.
