It´s a grinding achievement. You will need to get the 3000 points ONLY by asking random bystanders for it. Most of them will reject you and insult you, so be patient.
Adding the maximum amount of population possible in the Options/Performance tab will give you more chances of achieving it faster.
You can save time by gathering the air conditioning parts while you ask for the money.
