In order to recruit all potential allies the best options will be to always agree to help them and be polite in all conversations. Some potential allies can be turned away if negative conversation options are used. In addition to the conversations you will need to complete all 20 side quests to complete recruiting these allies. Some side quests can be missed if you progress the story too far. If you start The Looming Shadow mission before completing the side quests to recruit your allies you will miss the achievement.
