This one is a bit tricky. Load up a city and add a Watch Tower to watch for Forest fires. Without this the Forest fire wont be detected and pop the achievement. Save the game assuming you dont already have one. Create a Scenario using that Map and set the Forest fire in an area with trees in the area where the Tower covers. Use the same trigger of x amount of weeks as the others. Play the Scenario and it will unlock.
