Upgrade Lister's Riches, a talisman that can be purchased from Lister at favor rank 10, to level 100. Once its bonus is active you must then convert enough resources with the goblet of giving at once to trigger a gift to drop - every time you get a gift, it has a chance to contain the Priest of Radiance's core. Once you get it, summon it at the brazier for the achievement.
