While playing as Wu Zetain (China) on any difficulty on any map, Keep fighting a war and win battles and eventually Great General will spawn and this will unlock. You won't get a general by fighting barbarians, you need to fight another civilization or city-state.
Go for a Domination Victory and you will get this and eventually
