Obtainable starting with the second mission. You need to use the Semblance power to replace an elite guard (those in the red uniforms) then walk past a normal guard (in the blue uniforms). Doing so should get them to salute you and unlock the achievement. You need to be sure to isolate the elite guard and cast Semblance where no one can see and set off an alarm or it might not work.
