  You can unlock this achievement after buying focus upgrades, you'll need one that makes you pick all pockets at once and one that makes you see mechanisms of locks. Then find a target with at least two pockets to steal from, use the focus and pick both pockets at once. Then find any lock, use focus and solve the minigame and the achievement should pop up.
