  I recommend doing this on the Map Counterfeit, go to the Basement of Mitchell's House, trigger the Alarm and then just stay downstairs with the bots. Cops will funnel trough the Top of the Staircase where you can throw the Viper Grenade, and that should bring you the Achievement in one, maybe 2 Games.
