This is what I did to get this Achievement, feel free to modify the method however you want
1: Turn historical AI off
2: Wait for Germany to do "Oppose Hitler" (restart if they don't)
3: Focus on Infantry Equipment, you will need a LOT of guns
4: Establish the Regency council and wait for Prince Michael to claim the throne
5: While you wait complete the "Agrarian Reform" Focus, even if Prince Michael claims the throne before you finish the Focus
6: Once "Agrarian Reform" is finished rush the union with Romania, you should prioritize "Arm Monarchist Militants" as it is the fastest method of building monarchist support
7: At this point you should have more than enough Manpower to Invade the Soviet Union, I would recommend completing "Seek an Alliance with the Kaiser" so that Germany can do the Heavy Lifting. (You don't need to ally the Germans, the Soviets are very weak mid-purge and are easily defeated)
8: I would recommend Justifying on Iran and Iraq and Invading The Middle East by land since getting Naval Dominance is highly unlikely
Notes: Don't forget to build railroads on your way through Iran and Iraq, their Infrastructure is pretty bad.
Also: If you get lucky and end up at war with the Italians, it is possible to get Bearer of Artillery at the same time. (If you want that, make sure that Russia doesn't get puppeted or that you puppet them so you can annex them manually)
