This one is different from the vanilla Democracy 3 since Urbanisation was introduced.
You need to have Rural (ex-Farmers) membership higher than 65% for 4 consecutive turns. In the original game you only needed to apply several policies which increased farmers membership. Here it will only drop their membership to 0%.
What you actually need is to have NO agriculture subsidies or anything like that. Work with urbanisation to get it as low as possible. That means low education, low unemployment, low agricultural efficiency and low infrastructure. So cancel anything which increases education (except state schools maybe which decrease unemployment) and have high military spending and other things which lower unemployment. Got the ach in 3 game years.
