You have to make Celica speak all his posible lines that she says in his Drive attack chains, there are 5 possible lines that she can say when she fully make a chain. I recommend using → D, because you can spamming to the opponent while making him block with a second controller. Just make a Vs. match and spam the attack while the other character is blocking until she says all his lines, then the achievement will pop up.
