You must complete "The War Within" before being able to do this.
Afterwards, do some Grineer missions. You'll eventually come across a Kuva Larvling.
Kill it, and then there will be a prompt over the enemy to create a Kuva Lich.
Do so and the achievement will be unlocked. (though you'll have to deal with higher level enemies on missions the Lich controls)
