The Will to Live not unlocking

So I got The Will to Live back in September after putting in several hundred hours into the save. It unlocked on steam and steam currently shows it as unlocked. Despite this, according to TSA I still haven't unlocked the achievement despite having done dozens of manual scans since then.

Does anyone know why this is happening or how to fix it?
