Updating the "Fixing Your Privacy Settings" guide

The third step is vague and the image only makes things more confusing instead of less. One of your admins (thirtysmooth) has provided a more solid description for a second and third step ("Navigate to the[...]") and is accompanied by an image that highlights the relevant sections.

I suggest using said descriptions and image instead, which can be found here: Valve's Changes to Privacy Policy Affect Our Ability To Scan Your Games

This will hopefully lead to:
1) Fewer users being confused as to why they're untrackable, despite having "followed the guide"
2) Fewer toxic/smartass comments from certain members of staff, who are unable to see the issue due to inside knowledge - it's seriously unbecoming.
