Cheating accounts privated still affect achievement points?

If an account has clearly hacked/cheated to 100% a game that no one else has or very few have, But they private everything before getting caught or after being reported do the achievements still get adjusted as if the game has had a person 100% it?
As in lowering the overall score of a game due to these accounts still being listed as fully completing it.
And yes i have reported these people but i find that privated accounts rarely get banned.

Yes, scores are adjusted if/when action is taken on an account.

Changing profile privacy settings does not affect our ability to conduct an investigation as well.

Thanks for replying and the effort put in to banning cheaters, just frustrated seeing so many sometimes.
