Is using cheat engine a reportable offence? I found some timestamps that should not be possible unless some sort of cheats were used like invincibility or maximum damage.

If it was used to aid in the unlocking of an achievement, then yes. However, it is difficult to prove someone used it most of the time.

How do I report cheated achievements? Someone got 9 most difficult achievements in Crash 4 that cannot be physically obtained in such a time.
